New container detention policy from Swire Shipping (New Zealand cargoes) 10 September 2009

Shipping in containers to or from New Zealand?

It's easy to get caught in the detention trap if either shipper or receiver hangs on to a container for longer than expected.  If you are shipping containers with Swire Shipping, to or from New Zealand, it wouldn't hurt to read the following announcment from Swire Shipping, circulated today:

Dear Valued Customers,

Swire Shipping has consolidated their detention policy for New Zealand to encompass all trades, and to bring rates in line with the market. This new policy will be effective from 1

This has been introduced to assist with cost recovery and improve turn around of equipment. This is by no means a revenue making exercise it is purely to recover costs to the line.

Detention- Definition:

Detention is a penalty charge against shippers or consignees for delaying carrier’s equipment beyond the allowed time.

Detention charges will apply from the day after the free time (which is counted from the first day the container is available for pick up by the consignee) as stipulated in the tariff till the equipment is returned to the nominated depot. Container detention charges are imposed to external customers to compensate for financial losses incurred by Swire Shipping due to delays in the return of equipment. The charges are dictated at a level that covers the cost of leasing the equipment as well as the potential loss of revenue due to slow turn around of the containers.

*Please note that Detention is different to Demurrage. Demurrage relates to delay in removing cargo from terminal facilities. Terminals will invoice customers if they exceed free time.

i) DRY CONTAINER FREETIME & DETENTION – NEW ZEALAND

New Zealand destination containers delivered as FCL/FCL or LCL/FCL must be returned to the Swire Shipping nominated depots. Free time is seven (7) calendar days from availability date, i.e. the day following vessel's completion of discharge (including weekends and public holidays); thereafter the following detention charges are applicable.

All New Zealand ports

7 free days

Thereafter: NZD 20.00 per day / 20’ DY

NZD 40.00 per day / 40’ DY

NZD 20.00 per day / 20’ Special equipment

NZD 40.00 per day / 40’ Special equipment
